Results of the National Advisory Council meeting in Dusmereb

National Advisory Council

 On August 26-27, 2023, the seventh meeting of the National Consultative Council, chaired by the President of the Republic, Hassan Sheikh Mahmoud, was held in the city of “Dusmarib”, the capital of the state of Galmudug, with the participation of the Prime Minister, Hamza Abdi Berri, his deputy, Salih Ahmed Jama, and the heads of the states of Galmudug, Hirshebili and Southwest. The meeting focused on completing the operations of liberating areas that are still under the control of Al-Shabaab, restoring security and stability to the liberated areas, and achieving reconciliation between the communities living in those areas.

The Council praised the great achievements made by the armed forces with the help of local militias in liberating areas of Galmudug state in the center of the country during the ongoing military operations.

The Council agreed that the military operations should be in line with the national strategy to combat the Kharijites and coordinate the efforts of the various state agencies, stressing that the country is in a state of war, and that liberation efforts must be accompanied and the plan and leadership of liberation operations unified and expanded.

The Council tasked the various levels of government with unifying plans for projects and social services, such as administration, security, health, justice and education, which are much needed in the liberated areas, and called on businessmen and philanthropists to participate in efforts to revive those areas.

The Council requested the international friends of Somalia to provide effective assistance to the residents of the liberated areas in accordance with the government's stabilization plan, and also approved the readiness of the federal government and regional governments for the second phase of the war to liberate the areas controlled by Al-Shabaab in the states of Jubaland, southwest and in the western regions of Hirshabelle state, calling Movement fighters to surrender and take advantage of amnesty and abandon extremist ideology.

The Council also mandated the various levels of government to expedite the implementation of the national strategy for reconciliation, social peace and the elimination of extremism, stressing that it will work to strengthen the unity of the country and its people.

The Council expressed its deep concern about the ongoing conflict in the Seoul region and called on both sides of the conflict to exercise restraint and avoid actions that might prolong the conflict, calling on the two parties to protect the rights of prisoners, and requested immediate assistance for the displaced due to the ongoing war in the Seoul region. Finally, the National Consultative Council expressed its gratitude to the Galmudug Regional Government and its people for hosting the seventh meeting of the Council.
