Somalia’s Minister of Environment Highlights Urgent Need for Climate Finance at COP30
In a key address at the High-Level Climate Finance Ministerial during COP30, Gen. Bashiir Mohamed Jama, Somalia’s Minister of Environment and Climate Change, emphasized the urgent need for increased, predictable, and accessible climate financing in accordance with Article 9 of the Paris Agreement. The Minister stressed that fulfilling these commitments is crucial to enabling the countries most vulnerable to climate shocks to adapt and build resilience while pursuing sustainable development.
Minister Bashiir highlighted the severe impacts of climate change on Somalia, including widespread displacement, intensified droughts, and growing pressure on water and food systems. He underlined that adaptation is not optional but an immediate, daily necessity for vulnerable communities across the country, as climate shocks continue to threaten livelihoods, food security, and socio-economic stability.
During his speech, the Minister reaffirmed Somalia’s support for a needs-based New Collective Quantified Goal (NCQG), calling for an increase in adaptation finance, simplified access for Least Developed Countries (LDCs), and stronger implementation of the Baku–Belém Roadmap. He also shared Somalia’s progress on key national climate initiatives, including its National Adaptation Plan (NAP), updated Nationally Determined Contribution (NDC), ongoing climate finance reforms, and its 2035 emissions reduction target.
Minister Bashiir concluded by urging the international community to honor Article 9 commitments in a timely and transparent manner, emphasizing that consistent climate finance is essential for protecting the most vulnerable populations and supporting countries on the frontlines of climate change.
