 The mayor of Mogadishu, Yusuf Hussein Jumaale “Madali”, announced that the local authority in Mogadishu will henceforth provide basic civil services, including the registration of children born in hospitals, in addition to marriage and divorce certificates.

This represents a major development after a 34-year interruption in providing these vital services after the fall of the central government in early 1991. The mayor stressed in a statement that the local authority is committed to fulfilling its responsibilities and improving the availability of these services to the community, and he urged officials in the authority to enhance their ability to meet Population needs.

Madali highlighted the importance of these documents, describing them as essential for family life and crucial to ensuring legal and social stability. He said: “Family documents are vital from birth to death.” He also touched on the issue of abandoned and homeless children, and attributed some of these problems to the absence of official marriage and divorce certificates.

Madali stressed that a formal process of divorce and family documentation could prevent many issues, including child neglect. He pointed out that the absence of marriage and divorce records often leads to complications, such as the plight of homeless children. He added that this step to restore civil documentation services reflects a commitment to enhancing administrative efficiency and providing critical support to families in Mogadishu.
