The Somali Parliament is preparing to review Chapters 5 to 9 of the Transitional Federal Constitution after receiving them from the Ministry of Justice and Constitutional Affairs of the Federal Government.

These chapters underwent extensive public consultations and discussions before being presented to Parliament for review and approval. The Somali Minister of Justice and Constitutional Affairs, Hassan Moalim, spoke about the importance of each chapter, stressing its role in shaping the country’s governance structure.

The minister said: “Chapter Five deals with decentralization and federalism, also known as the distribution of powers. The other chapters cover the parliament, the president, the government or prime minister, and the judiciary.”

He pointed out that the Constitution of Somalia consists of 15 chapters, and that Chapters 1 to 4 have already been completed, and that the focus is currently on Chapters 5 to 9, which are now ready for discussion and voting, explaining that the remaining chapters will be addressed in the seventh parliamentary session.

It is noteworthy that the amendments made in the first chapters of the Transitional Federal Constitution and approved by Parliament sparked controversy among stakeholders in Somalia, as the state of Puntland and opposition political leaders objected to them, and this was the reason for the severance of relations between the federal government and the regional government of Puntland.
