 Civil servants in Puntland have been suffering without receiving their salaries for months

Civil servants in the Puntland state government in northeastern Somalia have not received their salaries for four months in 2025.

Some employees who spoke to Hiran Online news site reported that they only received February salaries this year, which were paid in March, meaning they have been working for four months without any salaries. Not only that, but the total period of non-payment of civil servant salaries in Puntland since last year reached 10 months.

The continued non-payment of salaries has had a major impact on the work of government institutions, as many offices have stopped working or are operating at a slow pace.

This comes at a time when the Puntland administration has already stopped new recruitment operations since last year, and this decision was taken based on an order from Puntland President Said Abdullahi Deni after it was discovered that some of his ministers had secretly added members of their families to the list of government employees.

Puntland's Finance Minister, who was questioned by Parliament about the non-payment of government employees' salaries, attributed the reason to the economic deterioration, saying that annual support to Puntland's budget from the World Bank had decreased.

This comes at a time when international organizations working in Puntland state are laying off hundreds of their employees after cutting off financial support for these organizations.
