 His Excellency President Hassan Sheikh Mahmoud announced that Somalia has officially moved beyond the provisional constitution phase, following the full adoption of the country's constitution. In a speech delivered last night, the President emphasized that Somalia had long operated under a provisional system based on a temporary constitution, noting that the new phase represents the establishment of a comprehensive legal framework to govern the functioning of state institutions and guide national policies.

He described the 2012 constitution as a cornerstone in the nation-building process, but stressed that it was temporary and required further development. He explained that the provisional system impacted politics, the economy, and the performance of state institutions, leading to disputes over the distribution of powers between the federal government and regional states, as well as difficulties in developing the judicial system and public finances.

The President stressed that any future political disputes would be resolved within the constitutional framework, rather than resorting to political agreements outside the constitution. He emphasized that the constitution is a social contract that defines the powers of politicians and establishes the rules for governing the state.

The President affirmed the role of Parliament at this stage, noting that the representatives had undertaken a historic responsibility in finalizing the constitution after a lengthy national dialogue and consultation. He added that the ratification process was conducted transparently and was witnessed by citizens and the media.

Addressing opposition politicians who had expressed concerns about the constitutional review process, the President called on them to respect the results and uphold the new constitution, affirming that any future amendments would be made through established constitutional procedures.
